Horse protection bills pending in US Congress

Please take action on these bills. In this day and age, it is quicker and easier than ever. With so much at stake, we hope you will contact Congress on behalf of our horses. However much time it takes, we as horse lovers and defenders should be willing to give it. If you already know what you want to say it will take very little time. So compose your thoughts; type them out and save it so you can refer to them later.

To find your US Representative in go to house.gov Enter your zip code in the upper righthand corner. The result will be displayed on the left with a picture. Click to go to their website and use their ‘contact me’ link.

To find you two US Senators go to https://www.senate.gov/. Click the dropdown box at the very top and select your State. You will see both their pictures. Click their contact button to get in touch with them. If you choose to telephone, you can present more than one bill. Ask to speak with the Aide who deals with the issue citing the bill number. Find House Member phone numbers here.

H.R. refers to bills in the House and S. refers to bills in the Senate.

• HORSE SLAUGHTER [SAFE Act] — H.R.3355 (Support)

This bill prohibits the transporting, receiving, possessing, purchasing, selling, or donation by a person of an equine (e.g., horse) that the person has reason to believe will be slaughtered for human consumption. (Congress.gov)

U.S. Reps. Vern Buchanan (R-FL) and Jan Schakowsky (D-IL) introduced The Save America’s Forgotten Equines (SAFE) Act (H.R.3355) of 2021 to the US House on May 19, 2021. It was referred to the House Committee on Energy and Commerce.

H.R.3355 currently has 83 co-sponsors.

Note: It appears the anti horse slaughter language will not survive the INVEST Act, so we cannot depend on that. We will keep you informed.

• HORSE SORING [PAST Act] — S.2295 (Support)

A bill to amend the Horse Protection Act to designate additional unlawful acts under the Act, strengthen penalties for violations of the Act, improve Department of Agriculture enforcement of the Act, and for other purposes. (Congress.gov)

Senators Mike Crapo (R-ID) and Mark Warner (D-VA) reintroduced the Prevent All Soring Tactics Act (PAST) Act (S.2295) to US Senate on June 24, 2021. It was referred to the Committee on Commerce, Science, and Transportation.

S.2295 currently has 48 cosponsors.

Note: Although previous SAFE and PAST Acts have had bi-partisan support, the bills either died in committee or never reached the floor of the House or Senate for an up or down vote.

• THE INVEST ACT— H.R.3684, Horse Slaughter & Horse Transport Provisions

— Urgent! Contact your two Senators and urge them to hold their vote in favor of the INVEST Act until the anti-slaughter language recently removed is reinstated.

— The bill prohibiting double-decker horse transport, part of the US House version of the massive infrastructure bill (INVEST Act), passed on July 1, 2021 and now awaits action in the Senate. No steps need to be taken at this moment.
